Tampa Palms Open Space & Transportation (TPOST) Community Development District (CDD) is an independent special purpose unit of Hillsborough County established to create and maintain a desirable infrastructure for a District consisting of three developing New Tampa neighborhoods.  These neighborhoods are referred to as Area 3, Area 6 (Richmond Place) and Area 7 (West Meadows). 

By issuing bonds for each area, the CDD obtained financing for basic public improvements and community facilities.  
For Area 7, this includes such amenities as the construction, maintenance and expansion of
the 35 acre Community Recreation Center and the street lighting of West Meadows.
