ARCHITECTURAL CONTROL COMMITTEE (ACC)


Currently, we do not have an ACC.  All ACC appliations must be made through our Property Manager or the Board of Directors.

The goals the architectural approval process are to ensure that the overall quality level of the West Meadows Community is maintained at the highest possible level while still allowing for each homeowner's individual taste in design, color and materials. 

No exterior changes (painting, landscaping, additions, etc.) may be made without first submitting a REQUEST to the ACC through the Property Management Company.  Please note that privacy fencing requests for corner lots also require landscaping along large publicly exposed areas.

Each request is considered according to its consistency with the Covenants and Guidelines and overall aesthetic impact to the community.

CHANGES & FEES ON ARCHITECTURAL CONTROL PROCEDURES
Because we do not currently have an ACC (architectural committee,) we want to simplify the process. 
Architectural Control --  Home Improvement Applications
West Meadows current covenants require prior Association approval of any construction, modification, alteration or improvement to any property in West Meadows to assist making West Meadows a community of high standards and aesthetic beauty. 
This all inclusive rule includes the paint color of your house and front door.  If you want a different color, you will need to go through the formal approval process.  Even if you choose a color from the pre-approved chart at the Commnity Club, you will need to make formal application to paint your home or front door a new color.   In 2009, without an ACC, we need to pay an inspector to review, approve, and inspect the change in the paint color of a house or door.  Therefore, we have to add a $25 fee to that process.

Sometimes, you may not want to spend funds for an architect or professional until you know that your improvement concept is even feasible.  Owners have told us that they do not want to pay for drawings and professional fees until they know that their concept is acceptable.  Your Board agrees.  We are willing to review a concept, if it is accompanied by the application and a $25 fee.  We are not guaranteeing the final plan will be approved but, hope to make your planning process more definitive and less costly in the long run.
The procedure for approval of other projects is to submit two sets of the following documents:
a.     Application – a copy is on our web site;
b.    Application fee  $100 (subject to increase for professional review fees);
c.     Construction plans and specifications, including detailed landscape plan;
d.    Elevation or rendering of all proposed improvements;
e.     Samples of materials or paint colors; and
f.     Other items requested by the Board.
Because we no longer have an ACC, all Applications must be submitted to our Property Manager who will prepare them for our review at the next possible Board meeting.  That review may give you the opportunity to address items that the Property Manager questions prior to full submission to the Board.  If your application requires professional review of an architect or building engineer, the Property Manager will advise you of the additional required fees.
We recognize that this is a change in procedure.  We recognize that the process may take longer than it has in past years.  That is a consequence of not having an active Architectural Control Committee.  We ask that you work with us to make this work for the benefit of all West Meadows.   Please consider helping West Meadows by volunteering to serve on the Architectural Control Committee.

Comments: 
Any homeowner wishing to repaint part or all of their exterior must apply by submitting the standard request (above) and also complete a painting supplement form.  The committee has assembled an exterior color guide to assist homeowners.  It may be viewed at the Community Club House. 


If a request includes an architectural change such as an add-on, a fence, or a pool, there is a $100 fee for architect review. When necessary to consult the committee regarding an architectural request, please contact the Program Manager to request ACC follow-up.
